Biography

Barton A. Melius serves as Information Assurance Manager and LAN Administrator, for USS MONTPELIER (SSN 765). He has held a variety of increasingly responsible IT/IA positions as well as executive positions with the United States Navy, including Assistant Officer-In-Charge (Assistant CEO level job), Senior Enlisted Leader (Command Master Chief level job), Weapons Department Chief, Information Systems Security Officer, Network Security Officer, LAN Administrator, weapons operator and electronics operation and maintenance through a career that has included experience in information assurance, program management, finance, operations and maintenance.

Born in Waconia, Minnesota, Mr. Melius is a summa cum laude graduate of Capella University.  He earned a bachelor's degree in information technology from which he received the Distinguished Alumni Award.  He is a graduate of the Senior Enlisted Academy and has served in the United States Navy since 1989.

Chronological Work History

2006 – Present: USS JACKSONVILLE (SSN 699), USS MONTPELIER (SSN 765)
LAN Coordinator, Information Assurance Manager, and Alternate Chief of the Boat (COB)

   Coordinated LAN upgrade to SubLAN1 updating system architecture, infrastructure, policies and security measures.
   Installed old LAN in a training building to operate while upgrading to new LAN.  Connected temporary LAN to submarine LAN using cryptologic equipment to allow normal operations onboard.
  Project completed early and was heralded by Space and Naval Warfare Systems (SPAWAR), Raytheon and Naval Submarine Support Center as “the best installation coordination out of 9 submarine installations”
   Recognized as “the best LAN Coordinator I have served with” by Commanding Officer on annual evaluation for 2007.
   Supervised 140 personnel in all aspects of submarine operation on multiple occasions as Alternate COB.
   Completed BS in Information Technology with perfect 4.0 GPA while on arduous sea duty.

2003 – 2006: Center for Information Dominance Learning Site Norfolk
Information Systems Security Manager Instructor, Senior Enlisted Advisor, and Assistant Officer-in-Charge

   Trained 68 students to become command ISSMs including Mobile Training Teams to Rota Spain, Naples Italy, and Yokosuka Japan. 
   Spearheaded the transition from Fleet Combat Training Center Atlantic to the Center for Information Technology including the addition of 35 staff members, 16 courses and 2 buildings on a separate base.
   Coordinated the merger with the Center for Cryptology including 25 staff members, 20 courses and 1 building while increasing security requirements due to the classification of the new courses.
   Elected NAS Oceana Dam Neck Annex CPOA President and increased membership by 20% to 240 members.
   Selected as NAS Oceana Dam Neck Annex 2005 Open Athlete of the Year.
   Created a student administration database which streamlined reports and saved over 200 man hours per month.

USS PENNSYLVANIA (SSBN 735),  2001 – 2003:
Information Systems Security Manager, Weapons Department Leading Chief Petty Officer, Public Affairs Officer and Command Fitness Leader

   Completed a full accreditation from the ground up with no existing paperwork or documentation. 
   Supervised all aspects of operation in the LAN, SONAR, Fire Control and Torpedo Divisions consisting of 38 personnel.
   Selected as the #1 Chief Petty Officer for 2002/2003.
   Certified Personal Trainer by the Cooper Institute.  
   Awarded Navy Commendation Medal for coordinating the LAN upgrade to IT21, fire control system upgrade, and reducing physical readiness test failures from 42 to 7 in 1 year.

USS WYOMING (SSBN 742), 1998 – 2001:
LAN and Fire Control Division Leading Petty Officer, Network Security Officer

   Supervised 6 personnel in all aspects of operation, maintenance and security of the LAN and Fire Control System.
   Assisted in the full accreditation of the network and was instrumental in becoming the first submarine to have internet access. 
   Co-created the SIPRNET web page which provided mission critical references and links to all crew members to optimize operations in all areas. 
   Awarded 2 Navy Achievement Medals for developing a training program used ship wide, LAN repairs, coordinating a LAN upgrade and creating the web page mentioned above.     

USS JAMES MADISON (SSBN 627), USS JAMES K. POLK (SSN 645), Submarine Training Facility Norfolk, 1989 – 1998:
Electronics Equipment Repair, Key Control Officer  
   Assisted with operation, maintenance, and security for the Torpedo Fire Control System and SONAR system tactical computers.
   Augmented security in Bahrain for 90 days during heightened threat condition.
   Received several commendations for routine and emergent repairs to various tactical systems.
